Paragon Protective Service Officers National Union  (PSONU), United Federation LEOS-PBA is made up several Paragon Systems units from around the country who have organized under a number of our affiliated unions. By creating one central National Union now known as Paragon Protective Service Officers National Union (PSONU) an affiliate division of United Federation LEOS-PBA, exclusively made up of Paragon System, Inc,  protective service officers, law enforcement, court security officers and security officers, the PSONU can better assist and better service our thousands of United Federation LEOS-PBA, Paragon Systems Inc PSO members across the country.

 

Paragon Protective Service Officers National Union  (PSONU) , United Federation LEOS-PBA mission is to serve as a voice for all Paragon Systems Inc Security Officers (PSO's) nationwide. We are proud of the fact that PSONU now represents more Paragon Systems Protective Service Officers PSO's then any other security union.

Deborah N. Misir - Lally & Misir, LLP

Deborah Misir is a partner of the firm.  She specializes in complex civil and white collar trial and appellate litigation before federal, state and administrative courts. In addition, she provides advice on regulatory compliance, and public policy issues. In addition to her practice with the firm, Ms. Misir is a professor at Touro Law School, where she has taught constitutional and administrative law, and directs the Veterans Clinic.

Ms. Misir’s clients have included employers, unions, trade associations, local governments, and companies in the finance, hospitality, technology and energy sectors. She has also represented many individuals, including other lawyers, in white collar criminal, ethics and employment matters. 

A leading federal litigator and expert on constitutional and government regulatory law, Ms. Misir has over twenty years of experience in both government and private practice, including briefing over seventy federal Circuit Courts of Appeals cases up to and including writs of certiorari and amicus briefs before the U.S. Supreme Court, making numerous federal appellate oral arguments, and serving as lead counsel on many federal civil and criminal district court matters.  She has won several cases with published decisions in the federal courts.

Before entering private practice, Ms. Misir served in the Administration of President George W. Bush as U.S. Deputy Assistant Secretary of Policy at the U.S. Department of Labor, ethics attorney at the White House Counsel’s Office, and Chief of Staff of the Occupational Safety and Health Administration. Ms. Misir started her career at the U.S. Department of Justice, serving in the Executive Office for Immigration Review, headquarters of the former U.S. Immigration and Naturalization Service (INS), and the Civil Division. At the Justice Department, among other things, she was specially assigned as counsel to the U.S. Foreign Terrorist Tracking Task Force, the counter-terrorism and intelligence task force created in the immediate wake of 9/11 to prevent future attacks, and as counsel to the U.S. delegation to the United Nation’s International Maritime Organization (IMO).

Ms. Misir graduated with a B.A. with honors in political science from the University of Chicago, and an M.A. from the University of Chicago’s Masters of Arts Program in the Social Sciences. She earned her law degree from the University of Minnesota Law School.  After law school, Ms. Misir served honorably in the U.S. Marine Corps until an injury cut short her service.

Ms. Misir is President of the Indian American Bar Association of Long Island and Queens. She serves on the National Alumni Board of the University of Chicago’s Master of Arts Program in the Social Sciences (MAPSS), and previously served on the National Board of Governors of the Republican National Lawyers Association.  She is a member of the American Bar Association, the Federal Bar Council, and the Nassau County Bar Association.

Experienced Counsel

The Firm’s core work for almost 40 years has been representing labor organizations in every facet of labor-management relations and internal union administration. We handle state and federal court litigation, NLRB proceedings, and grievance and interest arbitrations. Combined, our attorneys have handled well over 1,000 arbitrations. We have testified before legislative bodies on behalf of our union clients. We assist our union clients with collective bargaining negotiations. With negotiations, we can act as lead negotiator at the table or provide “back room” advice to the union’s negotiators as needed. We can do elaborate contract proposal costing for the union so its negotiators can have a full understanding of how much money different contract proposals will cost the employer.

 

Our union clients include public and private sector organizations. For public sector organizations that are not afforded full collective bargaining rights, our Firm assists them in using their collective power to improve the work lives of their members. For those organizations, we also provide representation for their members in whatever disciplinary process the agency has.

JUSTIN KEATING

 

       Justin has been a shareholder at Beins, Axelrod, & Keating, P.C., sinc 2007.  He graduated from the State University of New York at Fredonia (BA. 1997) and George Washington University School of Law (JD 2000).  He is admitted to practice in New York, the District of Columbia, and Virginia.

     

     Justin practices primarily in traditional labor law, collective bargaining, and employee benefits. He is admitted to and has appeared in four different U.S. District Courts and has litigated pre-trial through jury trial in several others on a pro hac vice basis. He has arbitrated over 100 collective bargaining grievance arbitrations. He has litigated several FLSA multi-plaintiff cases. While employed by the International Brotherhood of Teamsters from 1999-2007, he was the first assistant counsel to the Union in two rounds of negotiations for the largest private sector collective bargaining agreement in the country, covering over 200,000 employees.

 

     He represents private and public sector unions, in fields including law enforcement, transportation, manufacturing, private security, and many others.

 

His work on collective bargaining negotiations ranges from advice to the union on strategy, legal issues on bargaining, strike/lockout preparations, health and welfare benefits, and labor cost accounting. He has taught many legal/labor law seminars to union officials in groups ranging in size from 10 to 200.

STEWARD TRAINING

Stewards are an integral and important part of our ability to assist our members.  Stewards, once trained, function as union member representatives at worksites. The steward training program is designed to prepare members to recognize potential grievances and investigate and represent bargaining unit members in lower-level grievance hearings and investigatory meetings.

 

Stewards are from the ranks of Paragon Protective Service Officers National Union (PSONU), United Federation LEOS-PBA members who represent Paragon Protective Service Officers National Union (PSONU), United Federation LEOS-PBA and fellow PSO members at their worksites.

 

Stewards are the eyes, ears and, sometimes, arms and legs of the union in the workplace. Because members know their  workplaces better than the Union staff ever could, stewards are one of our most important assets. Being a steward involves a bit more responsibility than just being a member, but the satisfaction of knowing you’ve made a big difference in someone’s life makes it worthwhile.

This steward training is available to all members and you do not need to be a steward to attend or you can visit our online steward training program. If you want to know more about how your contract works, how to interpret contract language, what constitutes a grievance, how to deal with management, how to investigate a possible grievance  or what rights you have in the workplace as a union member, this steward training is for you!
